I still don't get it. What's the difference merging together at the end, or further back? Regardless of where everyone gets in, once everyone is single file you move at a decent pace.

Rule means one at the time not all at once..
Very often cars and trucks RACING to the end of merging lane, cutting in or OFF moving lane and than slaming on the brakes to safe their smart asses... That what creates rage and accidents and aggravation....
Just one at the time by the end of lane keeping a distance... Easy-breezy, eh...

Its more about vehicle flow/vehicle density.
